Semaphore — синхронизатор, контролирующий количество потоков, одновременно обращающихся к ресурсу. Он поддерживает счётчик разрешений. acquire() уменьшает счётчик (или блокируется, если он равен 0). release() увеличивает счётчик и будит ожидающие потоки.
