mkdir создаёт каталоги. rmdir удаляет только пустые каталоги. Если внутри ещё есть файлы, понадобятся другие средства (это тема для rm и рекурсивного удаления). Перед созданием или удалением структуры проверяйте текущий каталог — чаще всего через pwd.
